MS / MA in Demography, Economics and an MPH or similar degree with 7 years of relevant experience in project-level or state/national-level Monitoring and Evaluation in large Health Systems Strengthening (HSS) programs at national or international level.
Familiarity with Nigerian public sector health systems and NGOs is required.
Sound practical knowledge of statistics and the use of statistical software.
Proven experience in project development, planning and facilitating technical training.
Familiarity with the Nigerian public sector health system and NGOs required.

Job Summary

The Director of Monitoring and Evaluation provides leadership in all monitoring and evaluation (M&E) and research activities for HSCL.
S/he will be responsible for developing and implementing a comprehensive monitoring and evaluation framework that aligns with program objectives and USAID Health Systems Strengthening (HSS) requirements.

Key Duties

Design and oversee the implementation of an M&E framework tailored to healthcare financing and human resources for health that aligns with USAID and project objectives.
Conduct regular assessments and impact evaluations to measure the effectiveness of healthcare financing reforms and human resources initiatives.
Use data and feedback from M&E activities to recommend improvements in project strategies and operations.
Facilitate learning and knowledge sharing across project teams and stakeholders.
Provide data-driven support and recommendations for policy development and strategic decision-making related to healthcare financing and human resource policies.
Ensure timely reporting from partners regarding health financing activities.
Compile and disseminate information on best practices and lessons learned in health systems strengthening management.
Provide capacity-building activities on monitoring and evaluation specific to health systems strengthening to relevant stakeholders, including government bodies and healthcare organizations.
